With reference to your letter of the 20th instant (No.29221) enclosing copies of telegraphic correspondence that has passed between the Secretary of State and the Governor of Hong Kong in regard to the internment of the officers and crew of the Russian torpedo boat destroyer "Burni", I am commanded by my Lords Commissioners of the Admiralty to request that you will inform Mr. Secretary Lyttelton that the use of H.M.S. "Tamar" for this purpose can only be regarded as a temporary arrangement, and that their Lordships are at present in communication with the Commander-in-Chief, China, on this subject.
